Exilis is a plane of stagnant time. If normal time flows like a river from one point to another, Exilis is a shallow pool bellow sea level. Time flows into Exilis from all eras regardless of where the present may be. it will sit and rot until falls even deeper into utter chaos.

Beings entering Exilis are at the mercy of luck to see if they get back to their original time and its not a fair chance. You could end up only a few years in the past or future or several thousand, if you make it out of Exilis at all.
