Reton: As the Outlawed originally fled to Reton it has the highest population of outlawed and most freedoms
Covania: A heavily militant nation has wiped the majority of outlawed out, and through the use of propaganda shortly after the war turned most citizens against the outlawed giving large rewards for those who find and turn them in.
Oxtrad: Is somewhere between Reton and Covania, the outlawed aren't hunted down but also aren't welcomed, often hiding in small remote communities.
